Prime Minister Nguyen Tan Dung has approved a two-year plan (2009-10) to enhance information technology application at all government agencies.

Under the plan, most online basic public services, like exchanging information, sending and receiving documents, making payments online and receiving results of applications online will be provided to citizens and enterprises.

The plan also aims to create an online working environment among state agencies nationwide and get officials accustomed to working on the networking environment and computer-assisted systems instead of paper documents.

By 2010, about 60 percent of directions and instructions from leaders of ministries and municipal provincial governments will be published on websites and other online information portals.

The plan also seeks to increase the number of civil servants in ministries and major cities’ People’s Committees using e-mails at work to 80 percent, to 60 percent in provinces, and to 30 percent in mountainous provinces.

It also encourages employees to use information online instead of documents.

The plan will promote the use of IT communication methods like the e-mail, internet telephone, online conferencing and uploading information on websites so that people can discuss issues from a long distance.

Under this plan, all ministerial-level agencies and provincial People’s Committees must have online information portals by 2010 and 80 percent of them should be providing online public services to people and enterprises, which allows people to download application forms and other dossiers.

The plan will cover business registration, granting of investment licences, the establishment of representative offices or branches, granting of construction licences, land-use and housing ownership rights certification, car and motorbike registration, temporary residence registration, medical practice registration and granting of licences for special services.

It envisages preparing the ground for e-governance by completing a special date transmission network for Party and State agencies, building and upgrading the local area network (LAN) and wide area network (WAN) for government agencies.

Research, assessment and selection of IT application models to apply at the district level across the nation is another activity that the plan will initiate.
