Considered the replacement for disreputable Project 112, a draft scheme on IT application in state agencies in 2009-2010 and the vision for Vietnam’s e-government will be submitted to the government for approval this June.

The scheme, designed by the Ministry of Information and Communication, comprises two phases, 2008 and 2009-2010. For the first part, IT application in state agencies in 2008 was approved by Prime Minister Nguyen Tan Dung in March 2008 and it is being implemented by all state agencies at grassroots and central levels. The second part, IT application in state agencies in 2009-2010 and the vision for e-government in Vietnam, is being finalised for submission to the Prime Minister in mid June 2008.

The percentage of state employees who are equipped with computers at work is around 68% at ministries and central state agencies and 40% at provinces and cities. Information networks set up at state agencies serve internal information exchange.

At this moment, 58 of 64 provinces and 20 out of 22 ministries in Vietnam have their own websites. Only the provinces of Quang Ninh, Dak Nong, Lai Chau, Yen Bai, Hoa Binh and Dien Bien are absent from the list.

The government defined that IT application at state agencies is a key part of administrative reforms as it connects the government with the people and helps the building of e-government in Vietnam.

According to the Ministry of Information and Communications’ scheme, Vietnam will pursue the following goals to 2010:

  • Applying IT in all state agencies to gradually transform from paperwork to electronic work on the networked environment under the support of the information system.

  • Creating e-working environment in each state agency; archiving and digitalising documents and statistics; developing internal databases; government agencies can provide some public services online; state agencies exchange information by email, etc.

The scheme also points out higher requirements in IT application at state agencies in the 2015-2020 period.
