Vietnam's e-Government (e-Gov) plan aims at increasing transparency and creating better public services for citizens, businesses and social organisations, affirmed a senior official of the Ministry of Post and Telematics.

Deputy Minister Vu Duc Dam was speaking at a symposium themed “E-Government -The Bridge for Government, Business and Citizens” which kicked off in Hanoi on December 13.

Under the plan, all government's agencies will have their own websites by 2010, more than 50% of businesses in Hanoi and Ho Chi Minh City will have access to on-line public services.

Some 70% of Vietnam's provinces and cities have so far launched their electronic information pages and electronic portals, while hundreds of websites of departments, institutes and universities have been set up.

The country's telecom infrastructure has been rapidly developing, with 29 telephones for every 100 people by December 2006 in addition to Internet density of 16% and all communes across the country having telephones.

The latest report by the United Nations Online Network in Public Administration and Finance (UNPAN) showed that Vietnam's e-Gov index in 2005 increased 7 points over the previous year as the country ranked 105th among 191 countries.

The two-day symposium will provide opportunities for delegates to focus on embracing practical issues of e-Gov in Vietnam in order to improve government management capacity, create better public services and bring benefits to businesses and citizens.
