For the first time the Minister and five deputy ministers and high-ranking officials of the Ministry of Natural Resources and Environment (MoNRE) will talk online with citizens about issues related to natural resources, water, the environment, hydrometeorology and minerals.

“Direct dialogue through the Internet between government offices and the people is one of the necessary and practical activities of e-Government,” said Minister Mai Ai Truc.

You have participated in online talks twice already; how is this online dialogue different from the two others?

It is very different. Firstly this online dialogue is being held by the MoNRE on its website (www.monre.gov.vn) and the duration is longer, the whole of March 16. The number of officials participating in the dialogue is greater, including me, five deputy ministers and leaders of MoNRE’s departments.

Why are so many MoNRE officials attending the online dialogue?

More officials means citizens’ questions will be answered more quickly and more specifically. More importantly, through talking with the people and enterprises, MoNRE’s officials will be more sympathetic to the requirements, problems and aspirations of the people and enterprises to be more responsible in their jobs.

What do you hope for this dialogue?

No big expectations. I only hope that through this ‘new bridge’, the relations between MoNRE and the people and businesses will be further strengthened. The areas that MoNRE manages are mostly sensitive. The ministry wants access to the facts through direct opinions from the people and businesses while the people and businesses, I think want to express or ask for responses from our ministry.

MoNRE has organized direct meetings with people and enterprises, announced its email address and telephone numbers of officials and established a hot line. However, all of those things seem to be insufficient.

Apart from the above forms of communications, we are thinking of organizing direct dialogue with the people and business on Vietnam Television (VTV) and the Voice of Vietnam radio.

Questions and answers are the major contents of online dialogue. How will the forthcoming online talk be different from the previous ones?

One of the most important requirements in this dialogue is collecting opinions which point out the problems in policies, laws and contribution to complete policies, laws in the fields that MoNRE controls, criticisms of the ministry’s management as well as solutions and initiatives.

One of the hot issues is dealing with complaints about land. Will the ministry be ready to answer such questions?

We have foreseen that issue and have prepared for it. MoNRE will give priority to answer complaints that have been sent to us before. We will specifically tell the people how their complaints have been dealt with and which department is responsible for their problems.

How many questions has MoNRE received so far? If the ministry cannot answer all of the questions on the day, what will it do?

By March 13, we had received 45 opinions through our website. We will try to answer all of the questions on March 16. If we cannot do that, we will continue to answer them later on the ministry’s website.
