
An AI-powered platform developed in Greece is changing how citizens interact with local governments—at home and abroad.
Now active in 110 municipalities across Europe, the City On & Crowdapps cloud platform is providing digital governance tools that enhance transparency, boost public participation, and improve service delivery.
Developed by Greek tech firm Crowdpolicy, City On is a smart city and digital governance platform adopted by municipalities in Greece and beyond — including Parma, Burgas, Sarajevo, Tuscany, the Marche Region, and Barcelona.
The platform offers a flexible, scalable environment that allows local governments to customize features to their needs.
Core features include the ability for citizens to submit and track service requests via web or mobile apps, interact with a digital assistant powered by artificial intelligence (AI), and access municipal updates and event information in real time.
Two standout tools — an interactive geospatial dashboard showing the status of public works, and a gamified suggestion box for citizen proposals — have proven especially valuable for municipalities aiming to promote engagement and transparency.
Case study: Mytilene
A prime example of successful implementation is the Municipality of Mytilene.
During the first half of 2025, the city logged 1,582 requests through the platform. Of those, 48.23 percent were completed, 37.36 percent were in progress, and just 14.41 percent remained pending. Most requests involved sanitation and recycling, public lighting and road maintenance.
In a statement, Crowdpolicy CTO and co-founder Giorgos Karamanolis called Mytilene “a global best-practice example” of how technology can improve civic services.
