The Greek government has started a new programme to increase access to the internet. Around 290,000 citizens have received vouchers providing a subsidy on internet service and a laptop or tablet. The 'Digital Solidarity' vouchers were distributed in eight regions and can be redeemed at a number of service providers. Users receive up to EUR 12 a month off a fixed or mobile broadband subscription and acquire a computer worth up to EUR 230. They also have access to ICT training at home on how to use services such as email and e-government.

Service providers were required to participate in a tender in order to qualify under the voucher programme. Wind said it will be offering voucher recipients its double-play offer with 24 Mbps broadband, unlimited calls to fixed lines and 300 minutes a month to mobile numbers for EUR 8 per month. Participants can also receive 5GB per month free of mobile broadband or 20 GB for EUR 7.90 per month. The prices are valid until the end of October, after which they increase to EUR 20 a month for the double-play offer, EUR 12 for 5GB mobile broadband and EUR 19.90 for 20 GB.

The EUR 100 million e-inclusion programme is co-financed by the EU and its regional development fund. Greece is also spending EUR 116 million through public-private partnerships to expand broadband access infrastructure in the country and EUR 18.4 million to bring Wi-Fi services to public institutions.
