On 24 May 2011, the Greek Parliament adopted the Law on eGovernment which constitutes the institutional framework for the organisation and simplification of the relationship between the government and citizens/businesses through ICT.

The law creates a general framework for eGovernment in public administration by: defining concepts; setting forth the basic principles of eGovernment; specifying the obligations of public sector bodies for the use and exploitation of new technologies; giving rights to citizens in relation to the processing of personal data and ICT use; regulating issues regarding the storage and transmission of electronic copies, files and protocols and; examining issues related to the authentication of user services.

Of particular importance for the success of the endeavour is the active involvement of public sector officials, who are in effect tasked with implementing this new framework.

The following key aims have been laid down for its implementation:

  • Provision of services for citizens and businesses through the use of eServices and the introduction of electronic transactions across all public bodies.
  • Full optimisation of ICT to markedly decrease bureaucracy.
  • Simplification of procedures to drastically reduce the administrative burden on citizens and businesses in their dealings with the public sector.
  • Reduction of corruption and the reinforcement of trust between citizens, businesses and the public sector.
  • Creation of conditions for growth.
  • Improvement of the working conditions of government employees while increasing their efficiency; achievement of flexibility, speed and quality in a secure manner within the internal communications and operations of public sector bodies.

Particular emphasis will be given to:

  • electronic communication and data exchange between natural/legal persons and public sector bodies;
  • public sector information and the method through which this should be elaborated on so as to be useful and practical in facilitating citizens and businesses;
  • the capacity of institutions in taking initiatives in a specific context to facilitate their dealings with natural/legal persons (citizens, businesses or other Public Administration bodies);
  • issues regarding personal data protection and privacy;
  • matters such as electronic payments (ePayments) and the automatic search request for files and documents etc.;
  • open access to public data.

The eGovernment project management team under the General Secretariat for Public Administration and eGovernment has been commissioned to work with ministry officials in the specialisation of interventions for the development of electronic services with a quarterly rolling action plan.
