On 1 February 2011 the Estonian Police and Border Guard (Politsei- ja Piirivalveamet, in Estonian) made available a new type of digital identity, the mobile-ID, which enables the user to provide electronic identification and a digital signature using a mobile phone.

To apply for a mobile-ID, a person must have a valid ID-card, PIN codes and a card reader, and must have a contract with a mobile service provider which provides them with a SIM card. The mobile-ID can be obtained through an electronic application on the website of the Police and Border Guard. Mobile-ID certificates are valid for three years.

The mobile-ID can also be used for electronic voting in elections. To do so, it is required to have a mobile-ID SIM card with PIN codes and certificates, a computer with Internet connection and a mobile phone. There is no need to install a card reader on the computer or special software; the mobile phone with the respective SIM card performs the functions of the card and card reader simultaneously. In order to vote electronically, people who have already joined the mobile-ID service through a phone operator must re-register their mobile-ID from 1 February 2011 on the website of the Police and Border Guard. Those applying for mobile-ID SIM card after 1 February must activate their card on the Police and Border Guard website.
