State agencies plan to launch a two-year, 123,000-euro research and development project for cyber-governing.

The project - partnered by the Ministry of Economic Affairs and Communication, the Estonian Informatics Centre, and e-Governance Academy - aims to raise citizen participation in politics, as well as to create new opportunities for public administration and the private sector.

Among other things, the initiative will focus on the 2011 parliamentary election and an e-democracy conference to be held in 2012.

"Actually, e-democracy begins not with technology, but with ourselves," said e-Governance Academy representative Liia Hänni. "As humans, we are the victims of our habits and our behavior is more conservative than we may think - the same goes for the virtual world. Largely from this derives a need to raise broader awareness of new opportunities, which offer technologies that enable citizens to participate in policy-making.”

The joint operation is part of a larger project, the Estonian Information Society Strategy 2013, receiving 3.2 million euros of EU structural funds between 2007 and 2013.

“In matters of e-involvement, Estonia is internationally considered a leading nation, and various citizen initiatives show a growing desire to make one’s voice heard through the use of information technology,” said Minister of Economic Affairs Juhan Parts in a press announcement explaining the initiative.
