Estonia’s transition to paper-free bureaucracy received the title of the best eGovernment project practice, writes Postimees Online/LETA.

The European Commission organised a contest for determining the projects that best support the implementation of the EU eGovernment strategy. The ‘Best Practices’ title was granted to the paper-free documents exchange project submitted by the State Chancellery.

The paper-free documents circulation project was initiated by the State Chancellery and the State Informatics Agency in 2005 in order to guarantee the public sector’s transition to paper-free bureaucracy. As technological support for the project, the Informatics Agency created in 2006 a system for electronic exchange of documents.

In autumn 2007, the Government ordered all Government authorities to start using paper-free documents exchange system under the leadership of the State Chancellery. By now, nearly 500 institutions have joined the system of digital exchange of documents – all ministries, county governments and nearly all boards and inspectorates.
