The Czech Ministry of the Interior will carry on the implementation of eGoverment projects despite the dramatic budget cuts, said Jaroslav Mráz, the head of the Directorate for Information Technology and eGovernment at the Ministry of Interior.

Speaking at an eGovernment conference which took place on 7-8 September 2010 in Mikulov (South Moravian Region), Mr. Mráz said the lack of funding is not in itself a reason to disturb the projects. He added that the projects will be implemented under different conditions, i.e. taking into account the need to achieve cost reductions.

The concerned projects include:

  • The Information System of Data Boxes - the 'Data Box' is a register/repository of a person's electronic communications with the public authorities. For instance, legal persons can receive official documents in their Data Box, or send invoices to the Public Administration from their Data Box. Each Box is password protected and accessible only with a certified eSignature.
  • The Information System of Basic Registers - it will be reference interface to access all basic registers and related services.
  • The Czech POINT Network - a network of over 4500 contact points (*) (municipal and county offices, selected Czech Post offices, embassies, offices of the Chamber of Commerce, etc) where citizens can access all public records and request excerpts through a one-stop point, rather than having to visit several different offices.
  • The communication infrastructure of the Public Administration.

Especially in the case of the communication infrastructure of the Public Administration, the role of the Czech Post will be significantly enhanced with the provision of communication services to public authorities and the Integrated Rescue System. In parallel, the Ministry of the Interior returns to the original concept of the project and anticipates that it will be all about securing data communication between public authorities and the Integrated Rescue System. This means that part of the project will keep on relying on the provision of mobile services by mobile operators.

Also under review is the strategy for an efficient Public Administration and public services, also known as the 'Smart Administration' strategy. The results of the review and the future design of the strategy will be presented by the Minister of the Interior in November 2010.

The start of the Information System of Basic Register will be gradual. The Chief Architect for eGovernment at the Ministry of the Interior, Ondřeje Felixe, intends to simplify the system's architecture and divide its operation into various stages. In any case the real start of the system will be given by law, on 1 July 2012. Mr. Felixe also noted that this and other eGovernment projects are compulsory tools for the State, and they should allow the Public Administration to work reasonably well after 2010 he added.

"The computerisation of the Public Administration is not an extra, it is an essential infrastructure prerequisite for the public sector." Mr. Felixe concluded.
