Some ICT stakeholders say only a comprehensive policy framework aimed at addressing the peculiar challenges of the local broadband industry could ensure a sustainable broadband penetration in the country.

This, they advocate against the backdrop of last Thursday January 21st nationwide internet blackout which they say could have been largely better managed if the requisite infrastructural needs were in place.

The stakeholders therefore say it is high-time policy makers’ target-specific policies to address the band-width and infrastructural needs of especially the developing indigenous business in this domain.

According to them, the lack of adequate infrastructure only compel them to outsource a significant amount of their services abroad to the detriment of the sustainable development of the local broadband industry.

Kofi Dadzie, the Chief Executive of Rancard Solutions; operators of a Mobile service-delivery platform bringing this to light with reference to its negative implication to the country’s economic development says they are currently providing 2.3 gigabyte plus of traffic daily.

The Broadband Product Manager at Vodafone Ghana, Benjamin Dzreh believes that power supply is another relevant factor that policy makers need to critically consider in this regard.

He added that until the government puts the right procedures in place to ensure power stability, all the boundary and infrastructure provided will still not work.

Meanwhile, the Deputy Minister of Communication, Gideon Quarcoo yesterday Tuesday January 26th announced that work on the 30 million-dollar E-governance backbone Project is to commence in May and be completed by December at a meeting with the experts on the project.

The contract which involves the provision of a centralized Information Technology and E-services to all government institutions was awarded to China-based, HUAWEI Telecom in April 2006 and was renewed in 2008.

Mr. Quarcoo urged the team to ensure the project covered the entire country but the Product Manager of HUAWEI, Mr. Jackie Shen said it would be difficult to connect the entire country because most areas had no access to fibre, micro wave and connectivity.

He said places like WA and Bolgatanga might not be connected because there are no fibres but hopes V-SAT would be connected to these areas in the absence of the fibre by August.
