Speakers at the National Conference on E-Legislation, which entered its second day on Monday, addressed the efforts to build a legal system for the e-government project including the e-transactions, signing, document and privacy as well as the data protection.

Deputy Director General of the Central Agency for Information Technology (CAIT) Majdah Al-Naqib highlighted the need of developing a legal framework to leverage the applications of e-transactions across the country.

"The e-transactions are based on guaranteeing the rights of dealers to safe and credible services and copyrights away from online crimes," she stressed.

Eng. Ameena Al-Osaimi, of the CAIT expert division, said the state gateway "Kuwait Government Online" offers great services for the citizens in an easy and orderly way.

Tareq Al-Rashed, director of the software development division of the Public Authority for Civil Information (PACI), said PACI started issuing the civil smart card in last May.

"The electronic chip used in the civil smart card includes all personal data of individuals, their emails and phone numbers; the card can be used in e-signing," Al-Rashed said.

He noted that this system will cover residents in Kuwait, citizens and expatriates, as early as possible.

Bader Al-Sulaiteen, director of the institution resource planning division of the Finance Ministry, briefed the gathering on the efforts of his ministry in leveraging the e-services for state departments and corporate and individual dealers.

He highlighted the need for completing the regulation of these services through developing a legal system.

On her part, Alya Al-Bahar, CEO and Managing Director of Al-Bahar Projects Co., addressed the infrastructure of e-certificate system and the challenges facing the application of this system.
