In a keynote speech at the 2nd Arab Conference on Information and Communications, Al-Utheina, who doubles as acting minister of social affairs and labor, said political, social and economic changes worldwide show that information security turns from just a technological matter into a national security issue.
Kuwait is fully keen on fortifying its information and communication systems and on boosting the ability to tackle security infiltration, said the minister, also chairman of the Central Agency for Information Technology.
Growing reliance upon e-services in daily life, especially financial, health and social deals is usually met by mounting attempts for security infiltration, he added.
He stressed the significance of the government's electronic programs in upgrading the performance of state agencies and departments.
He hailed the efforts of the Central Agency for Information Technology in Kuwait Information Network which links all state agencies via a security and high-speed communication network.
The minister hoped the conference will deal with all issues bearing on information and communication security issues and make use of working papers and researches.
For his part, Director General of the Central Agency for Information Technology Abdulatif Al-Sareaa said the conference focuses on information security issues at a time when security infiltration and cyber attacks' rate is growing.
He unveiled his agency will announce soon a public tender for obtaining necessary high technology for building a crisis response center.
It will act as a reference for all state bodies and agencies to protect their information and communication systems, he said.
The center will also set out criteria for safeguarding information security and secrecy and facing security infiltration, he pointed out.
He added his agency always coordinates with world information and communication security to obtain their high technologies that can ensure data and information security.
