This summer, preferential rates on the Internet will be introduced in all Russian regions, Minister of Telecommunications and Mass Communications of the Russian Federation Igor Shchyogolev said on Tuesday. According to him, the preferential rates will be reduced one-half.

This will enable the citizens with low income and those who live in remote regions of the country also to get the access to the Internet. As the result the number of Internet users in Russia will increase significantly and this is crucial for the implementation of the e-government project initiated and supervised by President Dmitry Medvedev. The project implies that the Internet will be used as a channel for a direct dialogue between the citizens and the government, political analyst Vyacheslav Nikonov says.

Using the Internet the citizens would be able to learn about news laws and new draft laws, to file complaints, claims, appeals. And the law should make it obligatory for the authorities at any level to consider all queries, requests and complains. In this case the state will be efficient.

Last week President Dmitry Medvedev said that the Internet plays an important role in transition to the direct democracy. He harshly criticized several governors of those regions where schools still have no Internet. Medvedev was not convinced with an explanation by Education Minister Andrei Fursenko who said that there were financial problems in those regions. The president said that the government had allocated special funds for it to all the regions. Medvedev said he will personally deal with those governors if they fail to implement the task in the near future.

With the spread of the Internet the work of the officials and ministers is getting more transparent. The global network urges them to act in compliance with the law and feel more responsible.

Preferential rates on the Internet may also interest retired people. By the way now several Russian regions are carrying out social programs to provide access to the global network to the pensioners.
