May 17th is Information Society Day. It was declared by the UN in 2006 to popularize the Internet and IT resources and to track IT progress on different continents. The day is thus a professional holiday for computer programmers, IT analysts, Web-providers and designers and e-media editors.

Russia has made a remarkable breakthrough in IT in the past few years. The “Electronic Government” Program is an ambitious project to improve paperwork and do away with queues in government offices. A portal of state services which was launched at the end of last year makes it possible to apply for a foreign passport, get a new driver’s license and obtain information from the real estate registry.

A good example to follow in promoting a dialogue between the authorities and people was set by President Dmitry Medvedev, whose blog is one of the most frequently used nowadays. Another equally significant event was the decision to delegate the Cyrillic .РФ domain to Russia. Yekaterina Aksenova, the Director of the “Strateg” Agency and the author of the www.gov-gov.ru blog, comments.

The launching of the .рф domain makes quite a highlight in the life of the information community, she says. Runet was one of the first to get the right to use Cyrillic characters in domain names. First, the official sites and then the rest of the Web-community in Russia will switch to Cyrillic characters in the near future.

Russia is currently the 58th in the electronic government charts. But it has every potential to hit a higher rating and make it to the top ten. To this end, it is studying the experience of other countries, such as Singapore, Japan and the Republic of Korea.
