The key instrument of forming the e-Government of Karelia is the Informatization of the Republic of Karelia in 2008-2012 regional target program. According to it, 23 information subsystems of the e-Government developed at the federal level and intended for automation of working processes in various fields of activity and aimed at maintenance of needs of the population and authorities in information exchange and electronic cooperation should be introduced by 2012.
Eight republican ministries are involved in creation of these information subsystems as government customers. The coordinating customer of the program is the Ministry of Economic Development of the Republic of Karelia.
This year financing of actions and projects of the program is provided almost in full. Within all projects there have been held competitions and job execution contracts, thus, having actively started the process of e-Government of Karelia creation, - Minister of Economic Development of the republic Mikhail Yurinov has informed.
Among projects which introduction is considered within the framework of the e-Government there are the Administration state automated system and information system for planning and monitoring social and economic development of the subject of the Russian Federation. Besides, as the vice-president of the Council, Vice Rector of PetrSU for Informatization Natalia Ruzanova has noted, first of all, the interdepartmental system of electronic document circulation on the basis of which subsystems are constructed should be introduced. If not, creation of the e-Government will take longer than planned.
Transition to work of electronic authority is also accompanied by other problems, in particular financial. Ministries do not allocate funds for this direction of work. The Head of Karelia has called such attitude to creation of the e-Government thoughtless and has demanded problem solving from heads of authorities.
Head of Karelia has declared, that on results of the Council all ministries should prepare offers on the program implementation, and the main task is to find resources. Sergey Katanandov has promised to supervise performance of this task personnaly.
Another issue discussed by participants of the Council was perfection of the official portal of authorities of the republic. Today the site of the Government of Karelia is rated among the first ten power structures of Russia and its regions. Every day there are more than 2 thousand portal visitors, about one third of them are citizens of foreign countries.
A special working group was created for the site improvement under the initiative of the Head of Karelia. As the deputy head of Administration of the Head of the RK Stanislav Feoktistov has told, it is supposed to develop new network services on the site, the concept of its model will change, and design will be updated.
Since December it is planned to study public opinion on the site of the Government of Karelia and define the main target groups of its visitors.
