Electronic document management must become a reality for Russian government bodies by 2010, Russian President Dmitry Medvedev said during today's meeting of the State Council Presidium in Russia's city of Petrozavodsk, the capital of the Republic of Karelia. Medvedev criticized the process of the introduction of an e-government in Russia, saying that almost nothing had changed so far.

The President also pointed out that there had been no real progress in the launch of a government electronic document management system when making orders online. One of the reasons for that, along with financial and organizational problems, is the low level of computer literacy among government and municipal officials, Medvedev said. The Russian leader suggested that government employees should undergo continuous computer training. Those officials who do not have even basic computer skills will be fired, as they cannot work efficiently, Medvedev noted.
