The RF Government has approved the project to form e-government by 2010, submitted by Leonid Reiman, the RF Minister of Information Technologies and Communication. The final version of the project and ways of its implementation are to be formulated within the coming three months. By 2010 ten most demanded public services are expected to be presented in the regime of “one window” in the electronic form.

Leonid Reiman, the RF Minister of Information Technologies and Communication presented the Project of the e-government formation in Russia by 2010 at the RF Government session. The mentioned project was developed by the RF Ministry of Information Technologies and Communication together with the RF Ministry for Economic Development and Trade, and the RF Federal Security Service.

E-government is a new form of the government bodies operations, making it easier and more efficient for the RF citizens to receive services and information about the government bodies activities through wider implementation of information and communication technologies.

Speaking about the best information resources of the public authorities, Leonid Reiman referred to the CNews Analytics survey 2007 Quality Rating of the Russian Public Authorities’ sites. The Minister noted the RF President site was the best, having got 21.9 scores.

The RF e-government is to be implemented in two staged by 2010. During the first stage, that is by 2008, the necessary enactments and normative technical documents governing the usage of the information and communication technologies to provide the citizens with the access to the information on the government bodies activities, as well as the public services provision are to be developed.

During the second stage over 2009-2010 typical department process solutions are to be replicated and implemented into the activities of government bodies. The first stage is to be completed and the interdepartmental components are to be launched into production.

One of Leonid Reiman main theses is that ten most demanded public services are to be presented in the regime of “one window” in the electronic form.

The project foresees the creation of a single federal portal to provide public services and develop the procedure of their provision. Telephone call centers to service the public are to be created at all the federal and regional government bodies, their internet sites are to be unified. Many functional centers to provide governmental and municipal services are to be created.

The project also provides with the possible ways of constructing the interdepartmental electronic communication, in particular, a system to secure the electronic document management is to be developed.

The main project idea is to relate all the interdepartmental cooperation tools, foreseen by the Federal Targeted Program E-Russia, to the informatization of the government bodies’ activities. The Government Commission to carry out the Administrative Reform is to guide the mentioned project implementation.

According to one of CNews correspondents, the e-government project was approved by the RF Government. The final variant of the project is to be worked out within the coming three months. It is also to be approved by all the interested departments, and the possible ways of the project implementation are to be developed.

The e-government concept is expected to reduce by 50% labor contribution of the government bodies to the arrangement of the interdepartmental information exchange. According to experts, the decrease in the administrative load on the citizens and organizations, connected with submitting the government bodies with the necessary information, reduction in the number of citizens’ applications for service provision, decrease in the waiting time at the expense of the interdepartmental cooperation increase du e to the usage of the information and communication technologies in the regime of “one window”, will make it possible to increase the savings across the country up to 10 bln. rubles ($389,853,364).
