The Managing Authority of the Operational Programme 'Administrative Capacity' (Оперативна програма 'Административен капацитет' - OPAC, in Bulgarian) has approved the MTITC project proposal 'Improvement of service delivery to the [users of government services] through the development of central eGovernment systems'.
One of the project aims is the creation of an online register on which the eIdentity of the users will be based. This register intends to realise the principle of one-time data collection by public administrations and its use by multiple authorities, thus simplifying the delivery of online administrative services. As part of the same project, a central system for the standardised exchange of eDocuments and information will be introduced for administrations.
Furthermore, the project envisages the creation of a central, integrated administrative system for the online participation of the public sector in management processes. In addition, it provides for the development of a centralised system for monitoring and managing information security and interoperability to ensure the reliability of data exchange between administrations.
A central notification system for the receipt of information via text message will also be implemented. As a result, users will be able to receive information by SMS on the status of their particular situation as it relates to the public administration.
In line with the legal requirements for service provision activities, the national eGovernment portal will be upgraded to serve as 'Point of Single Contact'. This corresponds to Bulgaria's commitment to providing digital information to entrepreneurs from the European Union.
The project value is approximately BGN 12 million (approx. € 6 million), financed under the European Social Fund and the national budget. The maximum duration for its implementation is 18 months.
