With the introduction of eHealth, expenditure in the health sector decreases by 15-20 %, said Parvan Rusinov, the Bulgarian Deputy Minister of Transport, Information Technology and Communications at the inauguration of the 6th Regional Conference on eHealth on 10 February 2011.

He added that for Bulgaria, as well as other countries in the region, eHealth is not a superfluous luxury, but a coherent approach to improving the effectiveness of the health system given a shortage of financial resources.

He cited the studies in the USA, Canada, the UK and Scandinavian countries that show that in the health sector, a reduction of between 30 and 40 % can be accomplished in terms of needless medical procedures, laboratory tests and superfluously prescribed medicines. In these countries and in Bulgaria these problems are due to the lack of constant communication between the doctors and the lack of access to the medical history of the patient.

Experience shows that information technology contributes 20 % to the improvement of the health service, with the remaining 80 % due to decisions related to organisation, human resources and planning.

The Ministry of Transport, Information Technology and Communications is responsible for the overall strategy for eGovernment, and it supports the development of fully integrated eHealth systems, Parvan Rusinov said.
