2005 Administration Report shows greater share of women and university graduates in public administration

71% of central administration offer services on one-stop-shop principle. This principle is also applied in 100% of the district and 68% of the municipal administration units. This is expressed in the approved by the government 2005 Report on Public Administration.

The number of municipal administrative divisions that employ one-stop-shop principle has increased by 0.16% percentage points compared to figures from the previous year, said Minister of Public Administration and Administrative Reform Nikolay Vassilev. A lot of municipalities make efforts to improve their administrative services by establishing Information and Services Centres, again working as one-stop-shop.

Minister Vassilev pointed out that women and university graduates account for 63% and 64.6% of the administration staff, which marks a good increase over previous years. Half of the civil servants are fluent in a foreign language.

E-signature and e-document tend to be usedmore, the Report says. All administration structures have access to Internet and most of them can boast of having a website. In 2006, under the E-government Development Programmes, computer equipment and e-signatures have been granted to all municipal and district administrations, Minister Vassilev said.

Administrative divisions responsible for responsding to reports of possible corruption have also been significantly increased. Almost 100% of the civil servants have by now declared their assets.

In 2005, 42 060 administrations officials underwent training in IT, foreing languages, etc.
