Brunei Darussalam's Ministry of Communications has awarded the contract to build an integrated service portal to Singapore-based Ecquaria Technologies.

In support of the Brunei Government's plan to transform the delivery of public services to citizens, the Ministry of Communications (MinCom) has commissioned design and deployment of a central e-government platform that Brunei's government agencies can develop robust web services rapidly, efficiently and securely for use by the public. "Through the new single electronic gateway, we can now facilitate a higher level of communication and collaboration among geographically-dispersed agencies as well as with the public users," said Ang Kian Guan, Director of IT, Research & Development, Ministry of Communications, Brunei Darussalam.

Under the service agreement, Ecquaria's enterprise infrastructure software will be used to power MinCom's ministry-wide intranet, an integrated service portal that will host public information of all the agencies of MinCom. In addition, a new electronic billing system and other e-services will be developed for the portal.

The new portal solution with built-in single sign-on authentication features represents the Brunei administration's customer-centric approach to service delivery. It is specifically designed to address the security and availability needs of MinCom's Data Centre and Disaster Recovery Centres in addition to streamlining information and e-services catering to the different needs of its users - internal users as well as citizens and businesses.

Ecquaria's open and extensible process-driven infrastructure will thus enable the Brunei Government to build integrated services across multiple agencies easily and efficiently - and at the same time, provide a secure environment to ensure a seamless and concurrent development of eServices by MinCom's different ministries, without affecting the Government's ongoing operations.

"We are delighted to partner with the Brunei Government to help propel its national efforts in transforming itself to become a leading networked government in the world," said Foong Wai Keong, President and CEO of Ecquaria. "We see growing opportunities from Governments in ASEAN who are increasingly looking to help individuals and businesses simplify the use of public services."

In keeping with Brunei Darussalam's aim to establishing itself as the Cyber hub of the region as well as to be in line with the call for greater e-commerce collaboration within regional groupings such as Asia Pacific Economic Cooperation (APEC) and the Association of Southeast Asian Nations (ASEAN), the country has placed a determined emphasis on the development of Information and Communication Technology (ICT).
