The revival of the Legislative Council and the Constitution Amendments will encourage and motivate civil service in the country to achieve higher levels of excellence and efficiency, Pehin Dato PadukaAwg Hj Hazair, Permanent Secretary at the Prime Minister's Office, said yesterday.

They will make the civil service in the country more transparent, accountable, and competitive and concentrate more on the customer and services focus, he told the 11th Civil Service Day 2004 yesterday. This year's Civil Service Day is significant as it falls on September 29, 2004, which coincides with another historical event in the country's political history.

On the same date, His Majesty the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam had consented to the signing of the Negara Brunei Darussalam Constitution Amendment 2004.

The civil service will give it full support to the reinstatement of the council and the constitution amendments, Pehin Dato Paduka Awg Hj Hazair said.

The government and people of the sultanate need quality services provided by all members of the civil service as they can secure the tranquility and prosperity of the country, he said.

To realise this, it needs honesty, sacrifice, openness and good discipline among civil servants.

They also need to be positive and innovative to ensure whatever consideration, action, plans, implementation and decision made meets the government's hopes and expectations, as well as the public who are their clients, he said.

This year's theme is "Kearah Perkhidmatan Berkualiti (Towards Quality Services)."

In upgrading quality of civil service, the government has introduced management tools such as strategic planning, balanced scorecard and benchmarking.

They aim to make civil service more focused to management objectives.

The Counseling Services Unit at the Public Services Department ensures every officer and staff of Public Services increases productivity by implementing self-potential positively and proactively through the counseling services, to solve any weakness such as demotivated and ignorant work ethics, before the attitude gets serious.

It also aims as a first line action before disciplinary action is taken on the civil service member, excluding those related with crime or work ethics that cause summary dismissal.

The Middle Management Programme for Deputy Directors, with the cooperation from UBD, has been organised. It involves department heads and mid-level officers in the renewal process and policymaking.

To tackle national issues, a focus group, comprising of department heads and senior officers, was formed. It gives feedbacks and suggestions during meetings with permanent secretaries.

A Human Resource Management System project was also implemented as among the flagships of the Prime Minister's Office e-government project headed by Public Services Department.

Pehin Dato Paduka Awg Hj Hazair said these projects aim to upgrade human resource services, organisation planning and management, development of public services members, administration benefits in public services and succession planning and human resource management.

He said His Majesty's government has successfully provided training support as a programme to increase capacity building in Asean countries.

All are programmes managing with Information Technology (IT) for Non-IT Managers for Cambodia, Laos, Myanmar and Vietnam (CLMV) organised by the Civil Service Institute.
