Awang Haji Umar Ali bin Haji Abdullah, Head of the Computer Services at the Ministry of Finance, disclosed this in his talk on the Current Situation of Brunei e-Government Project and Its Perspective during the Brunei-Korea e-Government Seminar yesterday morning. He said Brunei Darussalams Information Technology (IT) programme includes the nation's vision to exploit IT to its full potential for national prosperity.
Through the national IT Council, the mission aims to lead and facilitate the strategic development and diffusion of the state-of-the-art IT for all.
The IT programme also includes its core strategy where the national drive is directed towards a Paperless Society, that is e-Brunei, and institution of an e-Government structural framework to realise and sustain actual outcomes, he stressed.
The Brunei e-Government has several core strategies, among which are to establish e-Government Institutional framework, architecture, monitoring and regulatory mechanisms.
The National Information Technology (IT) Development is aligned with the National Development Plan, he added.
Meanwhile, Dr Yong Chee Tuan, Director of Information Communication Technology, ICT Centre of Universiti Brunei Darussalam, spoke on the human resource development for Brunei e-Government.
He touched on the normal challenges and arising issues such as understanding the strengths and limitations of technology, indicators for preparing and working in new economy as well as creative thinking and rational approaches to deliver services.
Dr Yong Chee Tuan expounded on building the human capacity like Information Technology skills, management concepts, governance issues, understanding of legislation and competitive workforce.
He also said Human Resource Development (HRD) needs to be supported by a system of evaluation, planning and rewards.
HRD must focus on short term and sustainability issues such as risks of training to deal with product specific functions and aligning technology investment with service delivered, improved and human capacity building, he said.
