Programmes such as the ICDL (International Computer Driving Licence) training programme for Brunei Darussalam's civil service staff, which was held between February and March this year, help support the e-Government Strategic Plan to build up the capabilities and capacity of the Sultanate's civil service in ICT (Information Communications Technology).

According to Sharifah Hajah Fatmah bte Shaikh Haji Ahmad, the Director of Civil Services Institute (IPA), there are plans to organise similar programmes in future.

"The IPA has provisioned for more trainings to be done, allocating a target of 2,000 officers and staff to participate for the 2011-2012 period," she said, adding that the Civil Services Institute remains committed in ensuring that all programmes are in line with the Brunei civil service's needs and desire to "lessen the skill gap" so as to boost productivity and performance of individuals.

Sharifah Hajah Fatmah, who was also the chairperson of yesterday's event, said that this initiative was "further strengthened with the availability of accreditation programmes (that give us a way) to measure how far knowledge and skills could be developed by participating in such programmes".

She expressed her hope that through such programmes, officers and staff of Brunei's civil service would be more competent, competitive and equipped with skills that are needed to contribute to quality and productivity improvements.

Forty-four people who successfully completed the ICDL training programme earlier this year received their certificates from the guest of honour, Awang Haji Azhar bin Haji Ahmad, the Deputy Permanent Secretary (IT & e-Government) at the Prime Minister's Office, during a ceremony at the Civil Services Institute yesterday.

ICDL certificates for 'Digital Competence 7 Modules' were presented to 17 of the participants who completed the ICDL programme are officers from Division II and Division III. The rest are staff from Division IV and Division V who received ICDL certificates for 'Digital Literacy 4 Modules'.

The ICDL training programme, which is in line with the objectives of the e-Government Project (2009-2014), is one of the initiatives under the e-Government Strategic Plan, namely "Developing Capabilities & Capacity".

It ensures that Brunei's civil service staff have basic knowledge in handling computers especially in utilising e-mails and ICT systems. It is also in line with the e-Government Strategic Plan's target to have 100 per cent e-mail usage in the civil service as a communication tool.

ICDL is an internationally recognised Information Technology (IT) accreditation programme and has been applied in various higher institutions and organisations in other countries as a prerequisite to enter an organisation.
