As the custodian of the E-Government Bandwidth Services (EGBS), the Ministry of Communications will further strengthen the management and allocation of optimum bandwidth and will ensure the Quality Of Services (QOS) in preparation of the services upon signing the Master Contract EGBS Project between the Ministry of Communications and Telekom Brunei Bhd (TelBru).

This observation was made by Awg Abdul Mutalib bin POKSSDP Haji Mohd Yusof, the Deputy Permanent Secretary at the Ministry of Communications, during a contract signing ceremony for the "Supply, Delivery, Installation, Development, Testing & Commissioning Of The EGBS Inter-Connectivity For All Ministries And Their Departments Under Brunei Darussalam's E-Government Initiatives".

According to him, this would be the "best way" to make sure of the QOS in providing the bandwidth services to all government agencies through EGBS.

"This will directly support the desired result of the 2009-2014 E-Government Strategic Plan, where a concrete, safe and efficient ICT infrastructure is needed in the implementation," he said.

Over the course of the implementation, most of the challenges and obstacles were handled through cooperation and continuous efforts from the relevant authorities.

Among the ministry's immediate action was upgrading the level and expertise of those officers responsible in managing and coordinating the EGBS.

The Master Contract signing ceremony yesterday represented another goal of the ministry in coordinating the EGBS. It also served as a framework to govern the ongoing relationship between the Brunei Government and TelBru.

With the signing too, the Ministry of Communications will strive to accommodate and assist government agencies to inspect and review sites for EGBS installations together with TelBru and help to ensure that the government agencies will get the appropriate technical advices and recommendations pertaining their EGBS service order.

Among the support and services available to be provided to all government agencies under this contract are:

  • Support for multimedia applications - encompassing data, image, video, voice and text;
  • Helping to allocate bandwidth request ranging from 64 Kbps - 100 Mbps;
  • Providing efficient, effective and secure E-Government connectivity with service availability of at least 99.9 per cent; and,
  • Providing around the clock network monitoring for all EGBS applications.

The signing ceremony took place at the Amar Pahlawan Hall of the Ministry of Communications' Building.

The contract was signed by the Deputy Permanent Secretary at the Ministry of Communications, and Haji Umar Ali bin Haji Abdullah, the Acting Chief Executive Officer of TelBru.

The signing was witnessed by Zainuurrijal bin Haji Abdullah, the Acting Director of Information Technology, Research and Development Unit, Ministry of Communications, as well as Mr Lim Ming Soon, the General Manager of TelBru's Product and Development, Sales and Marketing Division.

Present as the guest of honour was Dato Paduka Haji Awang Alaihuddin bin Pehin Orang Kaya Digadong Seri Lela Dato Seri Utama Haji Awang Mohd Taha, the Permanent Secretary at the Ministry of Communications.
