The Ministry of Education will be officially launching the e-Hijrah Strategy, Blueprint and Implementation Plan for Info-Communication Technology (ICT) on February 28 at The Empire Hotel.

This was revealed in a press conference last Thursday which was attended by Acting Director of MoE Hj Abdul Rahim Dens together with the members of Global SoF Consortium, including Principal Consultant Samir Patel and Senior Consultant Murray Brown.

"The role of Global SoF is to facilitate and be the catalyst for the process of both developing the e-Hijrah initiative and developing the blueprint with key stakeholders," Patel said.

According to Patel, the e-Hijrah is an initiative for the development of ICT in education and is spearheaded by the Department of ICT and the ministry.

The consortium is also working closely with the e-Government Centre under the Prime Ministers' Office (PMO) as well as several stakeholders across the education system.

"The primary objective of e-Hijrah is to develop a more holistic programme for the integration of ICT in education which includes all aspects of looking into the hardware and software as well as network systems," he said.

He added: "It will also include key elements of teacher development"

The official launching will include the Minister of Education Pehin Dato Hj Abu Bakar Hj Apong and a handover of the e-Hijrah strategy and blueprint to the guest of honour.

"This event is important to MoE because it is the first in what is basically a change in management mindset, changes required as we deploy ICT in schools and the first phase is raising awareness," said Patel.

He added: 'This is to ensure that all stakeholders clearly understand what is being done and what the strategy is about, who helped develop it, how it came about and what the aspects are."

During the event, 300 invited participants will be invited including members from the Prime Minister's Office, Ministry of Religious Affairs, School Leaders, Managing Directors of Multi-National Companies and six international guest speakers.

There will also be a handover of e-Hijrah School kits to the school leaders as well.

Patel gave examples of how e-Hijrah would be implemented in schools.

"There will be a range of projects designed to develop teachers around ICT and the use of ICT and there is obviously going to be a hosts of technology that goes into schools," he said. These come in the form of existing laptops, PC programmes, interactive whiteboards, he added, which will continue to be deployed in schools.

"But a very important of e-Hijrah is to make sure that we have the real capacity to use all the equipment effectively," he said.

He added: "So in short, it is a wide range of development changes around the leadership of ICT in schools and linking ICT in schools for community development including cybersafety."

In terms of cybersafety, he explained that with ICT opening up, it was important to ensure that ICT was used responsibly and that the same time teaching students on how they need to be ethical and responsible in ICT usage.

At this point, Hj Abdul Rahim said that when it comes to the term "blueprint", it did not only mean that putting hardware in schools, it was more than that.

"Proper strategy on professional development will be one of the key areas in delivery. In other words, we will not just putting in hardware into schools, but from leadership right up to professional development," he said.

In a statement, the ministry said the e-Hijrah through increasing the digital confidence and capability of teachers and students would make a substantial contribution to key themes of the government strategic plan including, a technology savvy society, citizen centric and integrated e-services. The plan will take six years.
