The Infocommunication Technology (ICT) Education Strategic Blueprint (IESB) initiative will allow the Ministry of Education (MoE) to work on getting higher levels of literacy in students, making the ministry more efficient and maximising the support of teachers by improving their skills and confidence.

Also known as the e-Hijrah, the initiative enables the ministry to establish organisational structures for a more efficient and responsive ministry, said Minister of Education Pehin Orang Kaya Seri Kerna Dato Seri Setia Dr Hj Abu Bakar Hj Apong.

During a keynote address at the e-Hijrah ICT Futures Summit at Universiti Brunei Darussalam's Leadership, Innovation and Advancement (Ilia) yesterday, he said the initiative will be forward-looking, allow a better view of emerging technologies and how to infuse, integrate and implement it into the system.

Aside from the essential basic structures of ICT like laptops and software, the minister said that it was the 'essence' (or purpose of using ICT) which served as a more important aspect.

With the introduction of the e-Hijrah, rapid changes in technology and their use in education will be better understood. "We can have a more informed and meaningful conversation with our industry partners."

He said the initiative will allow the understanding of risks and exposure of opportunities with and through technology.

"This is so that we can align and prioritise those that serve our national interest," he said.

The initiative will also strengthen the ministry's global network of peers from other education systems so that they can contribute to and learn from the global education ecosystem.

"In short, e-Hijrah will be a holistic platform for us to use ICT in a transformational manner," he added.

Pehin Dato Dr Hj Abu Bakar believed that the substantial investment in e-education meant that Brunei has reached a level of maturity in basic systems and practices, enough to provide a solid foundation for the next leap forward.

"To reach the next stages where ICT is applied efficiently and in a more transformational manner will require a substantial and sustained effort across all aspects of our education system," he said.

"The e-Hijrah will not just be another strategic planning document, but a holistic view of ICT education that will serve as a living document and guideline for the ministry and stakeholders in their planning and implementation," the minister added.

By engaging a team that consists of international consultants (globalSOF) and the Department of ICT under MoE, the minister ensures that the initiative was designed and developed through the best global practices.

"Key elements in the globalSOF approach are to ensure that the vision for education on which the e-Hijrah is based on is a Bruneian vision based on consultation across all levels of the system," he said.

Pehin Dato Dr Hj Abu Bakar said that they were also ensuring the transfer of techniques and activities for Brunei facilitators in upcoming workshops during the summit.

"This includes students, teachers, principals, the ministry and the community as well as coordinating bodies from e-government and Prime Minister's Office," he said.
