According to Mr. Richard Kerby, METER is an online interactive tool to assist governments and decision makers in developing, monitoring, refining and improving the context within which information and communication technologies, I-C-T. It is also used to transform the government by creating the context for e-Government.
METER consists of five main pillars that are considered the essential key to the establishment of a supportive enabling environment for e-government. The pillars are commitment, legal, vision and policy, organisation and technology. Within each pillar there are a number of sub-themes and related statements identifying essential factors, choices and challenges which can influence a government's capability to effectively harness technology for government transformation.
Aside from the METER workshop, Mr. Kerby's program also includes a methodology workshop, a review of the government strategy and meeting key ministries that directly provide citizen centric services. With the program conducted and a strong commitment from all parties, it is hoped to be able to enhance and improve the government's efforts in providing e-government services to the public as well as to increase the ranking of Brunei Darussalam in the 2012 United Nations e-government survey.
