The UN Global E-Government Development Report 2010 recorded Brunei Darussalam as being ranked 68th out of 184 in a study involving 210 countries, which is a rise of 19 places up from the previous ranking of 87th last 2008. This marks a significant achievement in the development and implementation of e-Govemment in the sultanate.

This was stated by the Director of the National E-Government Centre (EGNC), Awg Hj Azhar Hj Ahmad in his welcoming note at the certificate presentation ceremony for the first batch of the Prime Minister's Office (JPM) ICT Conversion Programme who obtained Graduate Diploma in Systems Analysis, yesterday, at the Civil Service Institute in Rimba.

Present as guest of honour at the ceremony was the Deputy-Minister at the Prime Minister's Office and Chairman of the E-Government Leadership Forum (EGLF), Dato Seri Paduka Awg Hj Eussoff Agaki bin Hj Ismail.

Awg Hj Azhar said that although the country managed to overtake some of the previous higher ranked countries such as the Philippines, Thailand, China, India, Oman, Lebanon and Turkey, efforts to upgrade the nation's achievement in the e-Government initiatives need to be continuously upgraded. Therefore, capacity and capability development in ICT serves as the main strategic priority, he added.

"Roles from various parties such as Infocomm Federation Brunei (IFB), local ICT companies and education institutions are vital in together producing graduates who are able to help skilled human resources development, and experts in ICT to help smoothen the implementation of the e-Government project/programme and produce local geniuses in ICT," said the EGNC director.

"Touching on the effectiveness of e-Government initiatives, lately its undeniable that members of the public voiced out their disappointment on the quality of services that they get from the implementation of e-Government projects from relevant government agencies such as c-Customs and so forth.

"Such comments are always being attended to swiftly to ensure that the public will not give up on the government's hopes."

The director, who is also the chairman of the programme's organising committee, said that the programme is one of the strategic priorities in the E-Government Strategic Plan 2009-2014 to increase the capacity and capability ofICT manpower, particularly in the public service sector, and expressed his hope that the valuable programme will continue and be a stepping stone for other similar programmes.

He further pointed out that the ICT Conversion Programme is an 11-month full-time programme at the Institute of Systems Science, National University of Singapore (NUS), highly recognised by IT industries in Singapore as the curriculum is always updated by way of inputs from senior executive officers of the IT industry. The programme includes four or five months' work placement at IT companies meant to enable participants to gain more experience in the IT Industry.

Receiving their certificates yesterday were Awg Mazini Hj Bolhassan, a Religious Officer at the Department of Islamic Studies; Engineer Lee Thian Chuan and Architect Hj Abd Rudi Hj Abd Rahim from the Public Works Department, Ministry of Development; Education Officers Awg Hj Mahathir Hj Mokhtar, Pg Omar Pg Hj Salleh and Awg Hj Suhaili Hj Mohd Yusof; Dk Salwidawati Pg Hj Damit, Systems Supervisor at the Information Management Unit of the Ministry of Industry and Primary Resources and Dyg Shahrezawati Ahmad, Administrative Officer at the State Judiciary Department.
