Transforming Government since 2001
A System to help modernise and transform Brunei's civil services Human Resource (HR) Functions and operations is to be released to the first group of departments under the Prime Minister Office (PMO) in January next year.

Implemented by BAG Networks Sdn Bhd, this project is known as the Government Employee Management System (GEMS). It aims to improve the performance of human resources, planning and management of organisation, succession planning, and overall, benefits the human resource administration of His Majesty's government.

In short, GEMS is striving towards providing excellent, interactive and integrated public service, which is in line with civil service's 21st century vision.

The system will automate a significant number of tasks that were previous manual, including setting up a database of staff and personnel data, which will be accessible by all ministries at all times, and applications that are being processed such as housing, loans and training applications can also be tracked using the system. This will help enhance decision making as all information will then be at the government's fingertips.

According to the GEMS team, the system is secured. One therefore need not worry about any personal data submitted as it can only be accessible by the person, and HR administrators from the civil service. Changes to any data within the system will also be logged and can be tracked.

Known to be a flagship project for the Brunei civil service, it is expected to be released soon.

"We are still working on it," said the GEMS Project Manager Michael Chong. "If everything goes well, it will be released coming January."

This human resource management system (HRMS) will be marking a significant leap for the civil service in its drive to take its services online. It also acts to contribute to the implementation of Brunei's e-government programmes.

Director General of the Public Service Sa Bali Abas previously said that the Public Service Department (IPA), as custodian of HRMS, hopes to transform "what and how (they) deliver (their) services in a manner which will benefit not only more 40,000 public servants, but also to the citizens of the country".

However, it may be a difficult task for organisations to learn the necessary skills and knowledge to use the new automated system.

To deal with this, BAG Networks has a group of 'change analysts' to help them cope with the transition.

Although acknowledging the stress associated with change may be intense for organisations, Reuben Fang said that "changes are absolutely necessary for them to move forward".

"Our job is basically to ensure the transition is as smooth as possible," said Reuben, who is one of the change analysts for BAG Networks.

Training is therefore provided to the users to familiarise themselves with the functions of the new system, so that they may deliver optimum results.

"We cannot just introduce a completely different project to an organisation, lest it may fail as the staff may not be skillful enough to use it," he added.

Board of Director for BAG Networks Dato Paduka Hj Ali Apong believes that the level of teamwork observed from the BAG family "will benefit the entire nation".

During the annual dinner held in conjunction with Hari Raya at the Empire Hotel and Country Club, he said: "We are all in it together for the betterment of Brunei Darussalam".
