Learning online has proved to be convenient and effective in the process of training delivery and its accessibility to knowledge is unparalleled, said Director of Civil Service Institute Hj Junaidi Hj Omar.

He said this during the signing of the E-Training System Package project between the government and Data-Click Solutions Sdn Bhd at the institute's headquarters yesterday, adding that the online learning package will be timely and cost-effective for the benefit of the civil servants.

"The project, which will be completed by end of this year will be delivered by early 2010. We hope to see positive results which will familiarise users with the concept of Information Communication Technology (ICT) and raise the literacy rate in the civil service department," said the director.

Hj Junaidi added that this project is line with the Sultanate's e-Government strategy, which is aimed at equipping all government officials with ICT familiarisation.

He also hoped the project will result in an increase in staff capacity at the institute as the applicants for training from government agencies have risen to 21,632 this year compared to 19,811 in 2007.

"In 2007, we managed to train 5,525 government servants. Another 5,406 were trained in 2008 and this year, we had 3,707 participants so far. With the launch of this new project, we hope to see the yearly figures increase," he explained. The director continued that this e-Learning project will consist of different levels in ensuring that it suited the various capabilities of the learners.

"This will help every ministry or department in delivering their core business more effectively," said the director. He added that everyone involved in this change will face a variety of challenges, but that it will be beneficial.

Hj Junaidi advised those with set expectations to be open to the training and not have a one-dimensional perspective of what the project can bring to the table.

"If all these challenges are not faced, not only will we slow down the development of e-Learning, but it is a waste of the government's resources as well. "This is why the Civil Service Institute is making its best effort to help ensure the success and smooth implementation of this system," added Hj Junaidi.

Present to witness the signing between the Executive Director of Data-Click Solutions Sdn Bhd, Yeo Boon Guan and Hj Junaidi was the guest of honour, Permanent Secretary at the Prime Minister's Office, Sa Bali Abas.

According to a statement from the institute, the project is under the initiative of e-Governance and will open up more opportunities for civil servants to learn and practise ICT.

The statement also said that the project served as the institute's strategic plan to raise the level of service of public servants in the country. This project will also change the orientation of learning from an instructor-led approach to a more self-learning one.

The event ended with a briefing by Data-Click Solutions representative Omar Malik, who gave a presentation on the use of Learning Management Systems (LMS).
