The Civil Service Institute signed a memorandum of understanding with Data-Click Solutions Sdn Bhd for an e-learning system package in education and training to upgrade service providers.

The project is expected to encourage the use of ICT and enhance ICT literacy among civil servants.

A primary target under the 2009-2014 e-Government Strategic Plan is to increase ICT capacity in civil services.

The project will also influence-the government's commitment in providing at least 100 Irours of training in a one-year period.

The project is due to be completed by the end of the year and start operations by 2010.The overall implementation of the project will be held in stages to ascertain it is in line with the current technological development.

In the early stages, the e-learning project will be fitted with basic IPA training and an induction course for new officers, graduates course for those new in the service and the use of PowerPoint application and coordination using Mail Merge.

At the signing ceremony the guest of honour was Tuan Sa Bali bin Abas, Permanent Secretary at the Prime Minister's Office.

IPA Director Wang Haji Juniadi bin Haji Omar said IPA's effort to equip officers with ICT skills is on par with efforts made by other training institutions in the Institut Tadbiran Awan (INTAN) in Malaysia, the Civil Service College (CSC) in Singapore and (Central Officials Training Institute (COTI) in Korea.

Awg Hj Junaidi said in 2007, government ministries and departments applied 19,811 participants for training at IPA. Last year, 17,602 applications were received and this year, 21,632 participants have applied.

However, only 5,525 participants could be trained in 2007 and 5,406 were trained in 2008 and 3,707 were trained this year.

"The e-Learning system package is expected to enhance the training provided on the long-run," said Awg Hj Junaidi. He outlined challenges that the project will encounter, from expectations to interactivity and acceptance by users. He said the importance of the project is how far a user can benefit and the transfer of learning that is learned through electronic learning.

Signing the MoU on behalf of Data-Click Solutions Sdn Bhd was its Executive Director Yeo Boon Guan. Awg Hj Junaidi bin Hj Omar signed on behalf of IPA. Present as witnesses were Salman Zafar, APD for Data-Click and Aminuddin bin Hj Buntar, Senior Trainings Officer for IPA.

IPA said with such initiative, newer programmes would be created with more relevant and structured approach, which will change training orientation from 'instructor lead' to 'self-learning'.
