This was said by the Deputy Minister at the Prime Minister's Office, Dato Seri Paduka Eussoff Agaki Hj Ismail, during the launching of the E-government Strategic Plan 2009-2014 at the Rizqun International Hotel yesterday.
"We are still short of the (necessary) human resources (skilled in ICT), not only in public sector but this insufficiency is also experienced in the private sector," he said. "This issue is expected to pose an even greater challenge in the future when the number of e-government projects increases".
The deputy minister, who is also the chairman of the E-government Leadership Forum (EGLF), said that sufficient ICT-savvy human capital was among the critical factors for e-government to be successfully implemented.
He added that seriousness of this issue needs to be understood by all and that cooperation among all relevant parties needs to be stepped up to overcome it.
In this regard, he said that the E-government National Centre (EGNC) is currently in the process of drawing up plans to address the shortage of ICT manpower in the public sector. The action is hoped to ensure that the e-government initiative meets its objective.
Under the e-government system, Dato Eussoff Agaki also called on government agencies to maximise the use of mobile phones as part of the e-government initiative, as well as giving priority to e-government projects that would be most beneficial to both the government agency and the customers.
These projects, such as facilitating transactions, including utility bills payment and filling the forms online would reduce administrative costs as well as ensure better delivery of services, thus making the Client's Charter more meaningful to the customer.
He also announced that the Prime Minister's Office has revamped its website, giving it a new look. The website, www.pmo.gov.bn also showcases the new e-government strategic plan, he said.
Following his remarks, the deputy minister toured an exhibition showcasing the e-government projects of 10 government agencies. Since the start of the e-government initiative in 2000, more than 100 projects have been completed. Of this number, 30 e-government projects have been approved and are in various stages of implementation, following the establishment of the EGLF.
An e-government exhibition will also be held at The Mall from June 12-14, to further educate the public on the e-government initiative and its progress.
