During the seminar, Haji Mahmud bin Hj Mohd Daud, the Director of Information Technology and State Stores Department, Gavin Boller, Senior Manager of Accenture and Goh Lin Pao from Accenture Private Limited highlighted the background of the e-Government projects.
They also spoke about the milestones that needed to be achieved and responsibilities required of all government ministries and departments along with their responsible officers in preparing the e-Government project master plan as well as the implementation of those projects.
The key objectives of the agreement with Accenture were to prepare, equip and support ministries as well as lead agencies in the formulation and appraisals of their respective Ministerial IS/IT Plans and Government-wide IS/IT plan; in the assessment of these plans with the Brunei Information Technology Council Secretariat; and in the production of request for proposals (RFP) for IS/IT projects confirmed during the project.
The objectives are in view of achieving enduring competitive advantage and to build stakeholder values that are aligned with the visions set out in the 8th National Development Plan, the National IT Strategic Framework and the Electronic Government Strategic Framework.
To achieve those objectives, Accenture Private Limited will put together a comprehensive plan to transfer and infuse into the respective ministries critical competencies that are required to carry out the implementation of an e-Government and to appraise strategic and IS/IT plans through the provisions of systematic and tailored leadership programmes for relevant senior civil servants that will enhance the effectiveness of senior management, training methodologies, techniques and conceptual models.
Accenture Private Ltd will also aim to institute a disciplined approach to critical thinking and strategy formulation, essential templates, tool sets and job aids to enhance execution and facilitate workshops to set middle and upper management on the best footing in the planning process as well as advisory support for ministries and BIT Secretariat during the planning and RFP process.
The seminar was attended by Permanent Secretaries, Heads of Departments and Senior Government Officials responsible for the implementation of e-Government and IS/IT projects for their ministries and departments.
