It's not so easy for a prisoner to jail break now and make a fast get-away by hoodwinking prison authorities.

A new e-government project has introduced to the prisons department a new tracking system with the aid of which a tagged prisoner can easily be located.

The tags, which are a first for Brunei inmates are called Radio Frequency Identifications (RFID). They are tamper proof and cannot be removed without the control area/station's knowledge.

To get the tagging system into operation, the Prisons Department under the Ministry of Home affairs and Alif Technologies Sdn Bhd yesterday held a signing ceremony for this e-government project 'Inmate Management System' (IMS) at the Red Jade Room of the Centrepoint Hotel, Gadong.

Signing on behalf of the Prisons Department was Dato Paduka Haji Ahmad

bin Haji Dullah, Director of Prisons and Pengiran Haji Mohammad bin Pengiran Haji Kamaluddin, Chairman and Chief Executive Officer of Ali Technologies Sdn Bhd.

Present to witness the signing was Dato Paduka Haji Adnan bin Haji Hanafiah, Deputy Permanent Secretary at the Ministry of Home Affairs.

According to Mr Basil George this is the first active Radio Frequency Identification (RFID) text implemented in Brunei, where there has been passive RFID text implemented in the library environment for the Ministry of Education.

"This active RFID text includes records management, RFID tracking and radio tracking. This RFID text can signal to the station whether a person is tagged or not," Mr George added.

"This active RFID text is tamper proof and the device cannot be removed without the control area/station's knowledge".

"This full fledged implementation is a first for Brunei inmates and the prison dept will be getting 500 units to be partially launched this year," he further added.

This Inmate Management System, will cost $3,536,180.80 and the project is funded through His Majesty's Government's E-Government Budget, allocated for the introduction and implementation of information technology in Brunei Darussalam.

The Inmate Management System is essentially a necessary and timely technological advancement for the Brunei Prisons Department, where this system has been used in countries like Europe, America and Australia.

In the Asean region, Brunei is the first country to implement and use this system.

The new system will comprise some of the best correctional management software modules available in the world and enhanced security tracking of inmates. This will ensure and facilitate efficient custody and effective rehabilitation of inmates in line with the department's vision to achieve excellence in rehabilitation as a correctional institution.

The project is scheduled to be completed within a period of 12 months after the signing of the contract and will be operational in 2009.

Also present at yesterday's ceremony were Senior Officers from the Ministry of Home Affairs, Senior Officers, Officers and Staff from the Prisons Department and Alif Technologies Sdn Bhd.
