BAG Networks Sdn Bhd together with the government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam have set in stone the implementation of a project that involves the whole civil service based on a web-browser that can be accessed anywhere, anytime.

The signing ceremony took place at the International Convention Centre yesterday afternoon. Awang Sa Bali Abas, Director-General of Public Service, was present to sign on behalf of His Majesty's government while Chief Executive Officer for BAG Networks, Haslina Hj Mohd Taib, signed on behalf of the company.

The ceremony was witnessed by the guest of honour, Dato Seri Paduka Eussoff Agaki Hj Ismail, Deputy Minister at the Prime Minister's Office.

The event was attended by some 200 guests comprising permanent secretaries from various ministries, directors, heads of department, deputy directors, assistant directors and chief information officers of various government agencies.

The latest project, the Human Resource Management System (HRMS), is a flagship project under the e-Government initiative spearheaded by the Public Service Department under the Prime Minister's Office.

HRMS - related to human resource management online - involves the whole civil service based on a web-browser and can be accessed anytime and anywhere. The system encompasses the employees' life cycle, from recruitment to retirement that includes leave applications, allowances, performance appraisals, training and promotions.

The project began in 2004 with its first phase that involved a HRMS Requirement Study. It moved into phase two with a Request For Proposal (RFP) through an open tender procedure in 2006 under the title "The Supply, Delivery, Development, Installation, Testing and Commissioning of Brunei Civil Service Human Resource Management System".

Eventually, in April this year, BAG Networks Sdn Bhd was commissioned with-the task to implement the project.

HRMS aims to not only replace the current human resource data management system - SIMPA or Sistem Maklumat Perkhidmatan Awam - but will also contain additional functionalities central to HR processes.

The project is aimed at improving the performance of human resources in the government, as well as the planning and management of organisations, employee development, benefits administration, succession planning, and human resource administration.

It also hopes to provide some leverage on transforming Brunei's civil service that falls in line with the global trend and current HR best practices that is coherent to one of the Prime Minister's Office strategic themes, ‘Modernising the Civil Service’.

HRMS is scheduled to be in operation in 18 months time, according to a press statement by the Prime Minister's Office, with a B$1 billion budget under its table. With technology as an enabler, it is hoped that HRMS will further enhance the quality and speed of decision-making, thus improving public service delivery to make it more effective and efficient.

BAG Networks is the official partner in implementing the e-Government project, and provides IT support such as selection of IT solutions and System Integration. And it is a joint venture initiated by His Majesty's government, offering global management consultation, technology services and outsourcing. BAG Networks is also the sole largest account reseller for Microsoft products in Brunei Darussalam.
