The Ministry of Culture, Youth and Sports is planning to develop an e-government project that will become a platform to boost its services to the public, according to the ministry's deputy permanent secretary.

With the steady advancement of ICT comes an increase in customer needs and expectations, Hj Ahmad Hj Abd Rahman said at the launch of the ministry's Kumpulan Kerja Cemerlang (KKC) 2007 or Quality Control Convention yesterday at the Civil Institute Service in Rimba.

He said that this should be viewed as a challenge for those working under the ministry to improve their work responsibilities.

"Of course, this will involve the execution of particular activities and processes that need suitable methods and administration that is effective in terms of their service delivery," he added.

He added that the efforts to increase performance and services through the review of the processes is important especially in the context of customer satisfaction.

"We must strive for first class quality service," he said with vigour.

With regards the strategies created to motivate and encourage the ministry's officials and staff, the annual convention also serves to promote continuous efforts to increase their performance and service delivery while making KKC as part of their work culture.

Eight groups from various departments under the ministry competed for the title of the KKC.

The "Games" group of the Sports Unit of the Youth and Sports Department Belait branch was adjudged champion while the Community Development Department's team who called themselves the "Processing" group was the first runner-up. In third place was the "Kitab" group from the Language and Literature Bureau.

The guest of honour presented the prizes which included the challenge trophy for champion, trophies, certificates and cash prizes. Winners will represent the ministry in the national KKC convention to be held sometime this year.

The judging of the competition was based on the participants' choice of project topic, definitions of the problems encountered, analysis techniques, overall results and presentation among others.

According to Malai Abdullah Malai Othman who was on the panel of judges, the addition of new elements of presentation such as skits was an innovative approach.

Commenting on the teams' performance, he said that too much time was wasted on the presentation aspect.

"It is only 10 per cent of the total marks," he said. He pointed out that more emphasis should be put on the actual strategies of Rancang, Laksana, Semak dan Tindak (RSLT) or Plan, Execute, Review and Act to show the technical side of the project.

Moreover, they were not able to clearly present standards and the monitoring aspect of the project, thus failure in showing sustainability.

"KKC is not only for competition," he stressed, adding that it should be observed nationwide and used daily.
