At least 41 specialists and scholars of good governance from various parts of the world will be in town to exchange ideas with participants of the Eastern Regional Organisation for Public Administration (Eropa) Seminar.

The speakers will come from countries like Iran, United States, the United Kingdom, Japan and Australia, and at least 400 participants are expected from Eropa's 12 member-countries.

His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office, will launch the event at the International Conference Centre on November 14.

Rosli Pehin Dato Haji Mohd Salleh, the organising committee secretary, said the seminar would be preceded by the 52nd Executive Council Meeting on November 13 at the Empire Hotel and Country Club.

The seminar will have the theme ``Modernising the Civil Service in Alignment with National Development Goals''.

Dato Seri Paduka Eussof Agaki Haji Ismail, the Deputy Minister at the Prime Minister's Office, will give the keynote address of the seminar.

Five local speakers, including the permanent secretary at the Prime Minister's Office, the director of the Anti-Corruption Bureau and Board of Director at the Centre for Strategic and Policy Studies, will also present their views at the two-day seminar.

Awg Hj Rosli said participants would get involved in various workshops to tackle issues like performance management and governance, enhancing integrity in public service and e-governance.

Brunei as host chose the theme in light of the fast changes brought by the rapid advancement in information technology which is now a tool to expedite decision-making process in government administration.

``The theme is also in line with one of the Brunei Prime Minister's Office's strategic theme `Modernise the Civil Service','' said Awg Hj Rosli.

This is in recognition of the changing organisational environment which has no room for weaknesses of traditional public bureaucracies.

This puts pressure on civil servants to observe the principles of good governance.

``Due to increased demands in quality service, rules and regulations within the public service have increased, thus overtime many procedures have become complicated,'' Awg Hj Rosli explained.

``We can simplify these procedures to be more efficient, and this is where the advancement of IT comes in.''

He said that the seminar would be a boon to the Brunei civil service as it could selectively implement measures proposed during the seminar to improve its efficiency.

Eropa was formed in 1960 with the aim of promoting regional cooperation in improving knowledge, systems and practices of government administration to help accelerate economic and social development among developing countries in Asia and the Pacific.
