It is high time for the nation to introduce a local training and certification programme to produce skilful human resources in ICT and to harness the latest technologies so as to deliver competent evaluation and skills training services based on scientific testing and training methodologies through a quality-driven approach.

A lecturer from Institut Teknologi Brunei, Hj Kamsani Haji Ahmad, said this during a presentation on the importance of local training and certification project towards producing specialists in Information and Communication Technology (ICT) at the Ministry of Communications in Berakas last Saturday.

The event was attended by the Minister of Communications, Pehin Dato Awg Hj Abu Bakar and senior officers from the ministry.

"Such training is vital not only in saving costs to train human resources overseas or bring in specialist trainers here but also in ensuring success in the e-government project which needs the availability of skilful workers in all subject areas of ICT," Hj Kamsani said.

He said the CESTM or Certificate of Excellent Skills is a local training and certification programme designed to set up minimum standard skills for ICT employees, provide the government with certified people to support its egovernment programme, certify experienced people according to their skills and qualification in order to increase their market value, and to increase the competency level of ICT professionals to be effective and efficient practitioners in their respective specialised fields.

He added the future of CESTM lies on a foundation of the CESTM Systems where test and certification categories shall cover system architecture and strategies, IT project specialists, E-Biz technologies, webmasters, IT consultants, IT writers, IT knowledgeable personnel, multimedia specialists and helpdesks, and office automation specialists.

"IT training centres, schools, colleges, universities or other educational institutions can register as CESTM Education and Training Centres and provide CESTM training for all levels.

"These centres are required to use authorised CESTM course content, programme materials and certified trainers.

"These organisations are designed to meet the growing demands of the PC and networking market and to develop the highly qualified professionals that are needed to design and implement the PC and network solutions for organisations around the world," he said.
