In March 2013, the Ministry for Information Society awarded a contract to an IT consortium to provide project management consulting services for the software development, training, information provision and promotion of the national small and medium enterprises (SME) portal. The portal is expected to go live in September 2013.

The project is entitled ‘SME portal in Romania - Developing the Interoperability of Databases for SMEs’ and it aims to provide to SMEs in Romania with a strong and reliable infrastructure, which will enable them to better cooperate. It will also contribute to reducing the cost of collaborating with other SMEs. The platform will enable SMEs to perform administrative tasks and interact with the public administration.

This project will provide a platform that will facilitate interoperability among SMEs, which is expected to bring a number of benefits, such as:

  • New electronic services will be available to all users as the respective infrastructure will be built; the running of the project will be centralised and integration will follow the European standards;
  • Users will have access to all services via a secure authentication system with a unique identity;
  • The expenditures of SMEs and the central government will be reduced, thanks to:
    • a common infrastructure
    • a decrease in processing time
    • elimination of duplication
    • quality and services safety guarantee

The system will provide citizens and businesses access to two types of information:

  • Public: general information on the materials and laws, about the schedules, operation and powers of committees of government bodies;
  • Private: a dedicated application provides the opportunity to create a secure and direct connection with public administration where access to personal data is protected.

Citizens and businesses will be able to obtain all information they need without having to go to the premises of public institutions, enabling them to spend their time on other tasks. Additionally, the system will provide a total of 30 applications, allowing users to communicate online with the public administration.

The winners of the contract will provide the technical expertise and project management services required for the successful implementation of the project. The ultimate goal is to build a system whose infrastructure will enable interoperability between participating members and will ensure secure access to it.

In the initial phase of the technical analysis launched by the contractor, a list of SME portal functionalities will be established for average users of the platform and the services which will be available for SMEs. In addition, an event will be organised in the first month after the signing of the contract to inform the public about the project’s developments. The project’s value is worth RON 3 379 611.92 (approx. €772 450) excluding VAT.
