American Trade and Development Agency (USTDA) awarded the Ministry of Health of Romania funding for implementing telecommunications solutions and telemedicine in primary care for rural and remote areas, a press release sent by the US Embassy in Bucharest reads. Funding in the amount of 422.786 USD will allow a feasibility study on the improvements that can bring primary and specialty care in rural Romania. The feasibility study will be conducted by International Development and Technical Assistance LLC and will include assessing existing network of telemedicine in emergency healthcare and telemedicine pilot project in primary care, implemented this year. The project connected 10 family physicians offices Danube Delta area of Tulcea County Emergency Hospital.

"Financing Agreement will be signed today by the United States Agency for Trade and Development and the Ministry of Health of Romania demonstrates the U.S. Government's commitment to working with Romania to further develop the public health system, a key area of national infrastructure," said Duane Butcher, Deputy Head of Mission of the U.S..

"Romania currently has a national telemedicine system in the relationship between emergency ambulances and medical data reception centers. Also there are over 100 units of hospitals connected to the emergency room three reception centers. The third is the reception center in Iasi after Targu Mures and Bucharest and is currently in the testing phase. So far the system has developed very well in emergency healthcare, Romania became the model for this purpose. Telemedicine is not reserved for emergency medical field, it can be used very well in primary care and other fields such as radiology. Earlier this year, we were able to implement a pilot project in the Danube Delta, connecting 10 offices of family physicians County Emergency Hospital Tulcea. Project should be evaluated and studied need to implement telemedicine in primary health care in rural and isolated areas. U.S. Government support for an analysis relevant telemedicine system in Romania and the needs in this field by experts is more than welcome and will help us in making better decisions based on facts analyzed in the systems development strategy telemedicine in our country, "said Raed Arafat, Undersecretary of State for Health.

Romania is in the process of implementing an integrated electronic medical, which includes the introduction of a health card, health records and electronic prescriptions. The European Union has committed to provide funding and support Romanian medical system, but feasibility studies are required to consider providing funding. This study helps Romania to implement these changes and at the same time will provide an opportunity to introduce American technology and services on the Romanian market.

Romanians in rural areas, which constitute 50% of the population, are in need of access to medical services. Telemedicine pilot project in Tulcea is an effort to solve this problem. Study that will be supported by USTDA will create a plan to implement this system in other rural areas in Romania, the ultimate goal is implementation throughout the country.

The agreement was signed at the U.S. Embassy in Bucharest by Duane Butcher, Deputy Head of Mission of the U.S., the U.S. Trade and Development Agency and the Secretary of State Dr. Raed Arafat, the Ministry of Health.
