The project is co-financed by European Regional Development Fund for a total of RON 20.6 million lei [approx. €4.8 million], of which RON 16.6 million (VAT excluded) [approx. €3.9 million, VAT excluded] will be in the form of a grant.
The project will be implemented in Bucharest for a 23-month duration. Its overall objective is to improve the quality of the central government services for citizens, businesses and public institutions.
Following the completion of the public procurement procedure, the winning consortium of three private companies will provide the CNRD with all the products and services relating to project management, information and advertising, development, implementation, delivery, installation and system integration, so as to make the platform a turnkey system. The amount of the contract signed between the CNRD and the consortium is RON 16 383 542 (approx. €3.8 million).
A major part of the project is the electronic Point of Single Contact (Punctul de Contact Unic - PCU, in Romanian), which will allow the free movement of the service providers in all Member States of the European Union by facilitating access to information and online services, without restrictions of space nor time, in line with the EU Services Directive (Directive 2006/123/EC of the European Parliament and of the Council of 12 December 2006 on services in the internal market).
Background information
In order for the Romanian eGovernment portal's front-office (www.e-guvernare.ro) to be a unique point of access to eGovernment services, the National Electronic System SEN has been developed in parallel to serve as the infrastructure of the portal. SEN routes requests to a back-end system using XML-based Web services. All Romanian institutions are legally required to provide access to their online services through the portal and SEN. SEN works as a data interchange hub that ensures interoperability with back-end systems across government.
Pursuant to Governmental Decision no. 1439/18 of 18 November 2009, the CNRD is the authority responsible for the implementation, operation and administration of the electronic Points of Single Contact provided for in the EU Services Directive, in place of the former Agency for Information Society Services, which received co-funding from the European Regional Development Fund in 2009 for the above mentioned project.
