According to a survey conducted regularly by Romania's National Centre of Management for the Information Soctiety (CNMSI), the value of the contracts awarded through the national public eProcurement system SEAP ('Sistemul Electronic de Achizitii Publice', also known as 'eLicitatie') until 12 July 2010 is €1 billion.

In addition, the survey's results revealed that overall, the number of contracts awarded until the same date was 11 796 - of which 6 772 were awarded online and 5 024 offline. The overall figure represents a 40 % increase compared to that registered until 14 June 2010 (8 376).

Until 12 July 2010, 28 209 procurement procedures were initiated via SEAP - including 14 124 online and 14 085 offline - marking a 17.4 % increase compared to the data collected during the previous survey - 24 029 procedures had been launched via SEAP until 14 June 2010.

Having regard to the entities registered in the system, there has been a 2 % increase compared to the data collected in June 2010. On 12 July 2010 they were 39 052 of registered entities - i.e. 11 898 contracting authorities and 27 154 bidders - vs. 38 367 on 14 June 2010.

As for the National Electronic System (SEN), the one-stop web access point to public eServices for citizens and businesses, on 12 July 2010 it counted 12 650 registered public institutions, i.e. 4 % more than in June 2010, where 12 630 institutions were present.
