Minister for Communications and Information Society Gabriel Sandu described the re-organisation as "a flexible and efficient way to accelerate the development of eGovernment solutions". The move aims to re-allocate competences and resources, so as to reduce costs in the context of the current economic crisis and to comply with the relevant agreement that Romania concluded with the European Commission and the International Monetary Fund (IMF).
Following Government Decision no. 1439 of 18 November 2009, the responsibilities of ASSI - regulation, implementation, operation and management of the electronic systems providing eGovernment services - have been dispatched between the two centres.
The National Centre for the Management of Information Society has been handed over the operation of the following systems:
- The National Electronic System and eGovernment portal www.e-guvernare.ro
- The eProcurement System www.e-licitatie.ro
- The Virtual Payment Office www.ghiseul.ro
- The Electronic delivery system for international transport licenses www.autorizatiiauto.ro
The National Centre 'Digital Romania' will have as its main tasks the management of the information systems through which these public services are provided, as well as the implementation, operation and management of the Electronic 'Point of single contact' provided for in the EU Services Directives (Directive 2006/123/EC of the European Parliament and of the Council of 12 December 2006 on services in the internal market).
The web addresses of both Centres will be soon activated at www.cnmsi.ro or www.cnmsi.gov.ro and www.cnrd.ro or www.cnrd.gov.ro.
