The goal of the Cooperation Agreement is the implementation of cooperation activities between the MCSI and the Chancellery, by the concentration of technical, financial and human resources to the effect of developing joint programs for overcoming the digital divide, as well as technological cooperation programs, consultancy and technical training services in the field of information technology.
The main directions of IT & C cooperation between Romania and Austria are aimed at the computerization of the public sector and e-governance, the protection of information in public organizations and the electronic signature, strategies for the implementation of common e-government standards, as well as at establishing the national integrated data centers and the management of informational resources.
Under the Agreement, the two countries envisage joint research and development IT projects in Romania, the participation in training programs for the development of IT abilities, the identification and participation in joint European-funded projects financed from transnational, interregional funds and under the Competitiveness and Innovation Framework Program, the joint organization of exhibitions, seminars and symposia dedicated to national informatization.
The document provides for the creation of joint working groups of experts that will perform in areas such as E-Law, E-card (especially the part related to e-Health), the electronic filing system (ELAK) and on the HELP.gv.at platform for the citizens’ access to e-government services, including the citizens’ guidelines for the use of administrative procedures.
