The most business friendly city in the Philippines has reported exceeding its tax collection mark for the beginning of the year through a “one-stop-shop” tax collection scheme.

Candon, a city in northern Philippines with 56,270 inhabitants, was chosen in 2010 by the Philippine Chamber of Commerce and Industry as the most business friendly city in the country.

Candon City has reported exceeding its tax collection mark of P14 million (US$325,052) during its first 20 days of operations at the start of 2011.

The number poses a 25 per cent higher collection rate than last year’s P11 million (US$255,398).

Mary Jean Abrero, Business Permits and Licensing Officer of Candon City, told FutureGov Asia Pacific that the increase in tax collections was made possible by the city’s Business-One-Stop Shop (BOSS) scheme.

Through BOSS, all tax-related payment services from different line agencies of the city are housed under one section of the Candon City Hall during tax payment and permit renewable peak seasons.

BOSS also includes the full automation of tax records, and tax order payment and receipt processes.

“BOSS really helped in increasing our tax collections because making payments are more convenient and they take shorter time, so people are encouraged to pay and more taxpayers get serviced,” said Abrero. “Also, there is an increase in awareness among taxpayers as to the deadline of tax and permit payments.”

Involved agencies are the offices of the Business Permits and Licensing, Mayor, Vice-Mayor, Treasury, City Engineer, City Architect, City Health, and City Environment and Natural Resources.

As well as social services institutions like the Social Service System, Department of Trade and Industry, PhilHealth, Pag-ibig (Home Development Mutual Fund) , Bureau of Fire Department, Philippine National Police and various county secretaries and treasuries.

BOSS began as an anti-red tape initiative of former City Mayor Grace Singson in 2002.
