SOFTWARE expert and managing director of ProGenics Corp Limited, Mr. Tony Udoh, has called for the definition of criteria for development of application programmes that would leverage the electronic government (e-govt) strategies.

This call was contained in his paper at the recent meet of national e-government stakeholders, held at the nation's capital, Abuja, entitled "Application programmes and platform as a prerequisite for national e-Strategies". The meet was organized by the National Information Technology Development Agency (NITDA) in collaboration with the National e-Government Strategies (NeGSt) Limited.

Mr. Udoh said that for the much touted e-government strategy to be achieved, government must define application programmes and platforms suitable to its planned objectives.

This, he said, would form bulk of criteria and potentials expected from software developers and to avoid undue delay in the implementations.

Essence of defined applications for e-government strategies, he said, is the basic ingredients that must be implemented "to bring the strategy into reality based on the fact that they provide the technology that will be used".

He said that any e-govt initiative without a prerequisite criteria would contribute negatively to the strategy.

He, therefore, enumerated some measures as individual components for developing an e-govt based application programme for day-to-day operations of government, including database design, from preparation, data capture to import.

Others, he listed as storage, management and control of data, execution of transaction processing requests as well as inquiring on report processing and information presentations.

According to him, the definition of the prerequisite for e-govt, would equally determined the choice of ideal application programmes and platforms which embodies hardware and communications.

Mr. Udoh, warned that without deploying "application programmes suitable to each particular environment and built to meet specific standards, the full benefits of the national e-govt strategy may not be met".

It would be recalled that ProGenics Corp Limited recently launched the first-ever complete e-government application software in Nigeria called GovAc, which has modules to handle such areas like budgeting, revenue collection, the Accountant General's Office and establishment and is currently implemented by the Akwa Ibom State government, among blue chip organisations.
