The Head of the Civil Service of the Federation, Stephen Oronsaye, says the new service-wide identity card scheme will open a new chapter in the annals of the Federal Civil Service. Oronsaye made the statement in Abuja on Friday at the inauguration of the registration and biometric enrolment of Federal Civil Servants for the new identity card.

He expressed satisfaction with the programme, saying that it would bring to an end the era of inadequate data on the number of people in service. ``The Federal Civil Service in recent years has found challenges to determine with certainty the exact number of its employees, the skills available, and the resources required in achieving its objectives.

“The era of ghost workers ,inaccurate payroll figures, illegal changing of documents in files even after retirement has come to an end “ The militating effect of this challenge is that the service had always scored below average in planning and career management,’’ he said.

Oronsaye said the enrollment and biometrics capture of federal civil servants would once and for all provide the office with a biometrics employee data base. He said it would also generate unique service number for each employee and provide secured identity cards, which would be integrated in personal and payroll information system. He said once registered, verified and enrolled, the card would be used as service ID card.

The first phase of the exercise would cover the head of the civil service of the Federation, permanent secretaries, the accountant-general of the federation and the auditor-general for the federation. ``Officers on grade level 08-13 will be enrolled between Sept. 27 and Sept. 29 at the National Identity Management Commission in all its offices in the states and FCT.

``Officers on grade level 14-17 will be on Oct. 4 to Oct. 31 in their respective ministries, departments and agencies,'' Oronsaye said. The second phase will cover officers on grade level 7 and below on a date to be announced later,’’ he said.

Oronsaye said the programme was not just for his era but to generate a long lasting and an authentic, credible database for career management, planning and development.
